vlebazaar in - Pakage arrives very and Return not feeling Refund

Recently I had make order of Epson printer worth Rs *****/- from Vlebazaar.in . They firstly not shipped order in ** days and when asked for Refund they shipped the order and arrived at my location too late but As order weight not matched as per bill so I refused to accept and Cancel the order . So company not giving me any refund.
