Hardrockajay - Painting not delivered

I had placed an order to restore my late grandparents ONE & ONLY picture into a painting to a person over Instagram (@hardrockajay). Order was placed on **/**/**** with an estimation of Rs.**** + Rs.*** (Shipping) and the person promised to deliver the printed painting at my address by **/**/****. I paid Rs.**** as advance the same day. However the softcopy of the painting was delayed and completed on **/**/**** and he promised to ship the printed painting the next day i.e., **/**/****. Upon that I paid the remaining balance (incl. shipping cost) Rs. ****. Unfortunately, till date **/**/**** I did not receive my painting. I call and text them almost daily multiple times but they do not respond. I informed them that an event in memory of my grandparents is organized on *st week of July ****, to which they asked me to "print the painting at my own expenses". I have paid the cost of printing and shipping but it was not fulfilled. They also failed to respond to my calls and text messages effectively which shows that they are trying to attempt a fraud.
