Joister - Paid but didn't get the connection

I paid the charges for the connection in cash already on **/**/****.
the executive promised to provide the connection within * days.
received the payment receipt today on **/**/****.
After * days they are asking me to accept the refund though they surveyed and confirmed that the connection can be provided.
They did not provide me the router but the form says that i will return it after the suspension of connection.
im in to the share trading and filling so helpless about the issue.
