Plus point shop - Package not received

I ordered * shoes worth of **** from plus point shop on **th September **** through WhatsApp and they confirmed the order but I didn't receive the order.
I tried to contact but they blocked me on Whatsapp, after I tried to contact with another number and they told me within * hours your money will refund but I didn't get also. Now they are not responding
