Starzzbrand in - Package not delivered

I ordered a watch from starzzbrand.in and chose the Cod option. My order status showed to be pending for a while and then the owner named venky texted me saying that they dont have Cod option and asked me to pay them so that they can dispatch the order. He said my watch is ready to be shipped, I just have to make the payment quickly. I told him I cant trust his website. So to make me believe, he sent me chat screenshots of his customers whom he has delivered the orders before. So I paid him the amount and he confirmed my order. But it has been ** days since then, I have been asking him about my order and he just keeps saying he will update me in some time and then he doesnt respond the whole day. Last day I asked him whether he has shipped it or not, he said he will do it today, but even now my order status shows it is pending. So I asked him to give me a refund, but he said he cant. I want my money back.
