Secure and Safe Business Ltd - Package not delivered

I was searching for Console, on IndiaMART and this guy contacted on WhatsApp, pretends to be a seller from Punjab, asking if I want to place order, I said ok and immediately sent him **% of the total amount, then he gives me tracking number of a shipping company https://atlanticexpressint.com/ and tells me to track the order, but after sometime, he asks me again money for Stamp Duty, I had my doubts but still I paid him anyways, he tells me now that the item will be shipped within * days.

After some hours, he again contacts me on WhatsApp asking again for more money, this time for insurance, and I said, no, then he tells me the order will be on hold until I send him that money, I told him again, I can't send him, but he insists me to send the money, at that time I told him to cancel the order and asked him for refund. He tells me that you can't cancel the order now since it already got shipped and the only way out of this is if I send him that money, I kept saying, I will not be able to send and asked for refund, after that he tells me that if I want my money back, I should send him *K to his account, otherwise wait for * months so he can arrange my money back, I don't know if I should believe this guy, and why should I wait for * months for my refund?
