Monks Sport - Package not Delivered Unpaid Refund

I am sure you will be able to help me.
The story begins as we are a group of friends/families who have purchased tickets to watch cricket live in Australia. Indian is coming to Australia to play cricket. We decided to wear Indian Cricket Jersey as it is a family fun for all of us. In this group, we have kids from age * years to Grandparents of age **. We all are excited.
I lead the group from purchasing the tickets to order T-Shirts, whistles, flags etc.
After talking to various people, we decided to go ahead with Prabhat Chaturvedi - Monk Sport http://monkssport.com/

I started conversations with Prabhat and decided the cots and made an order of ** T-Shirts. In addition to T-shirts, we requested him to procure Indian Flags (*' x *') for us and send to us in Australia. He manufactured the T-Shirts and told me that he has procured the flags for us.
During this time, I made his payments and made full payment once everything was manufactured. I do understand, that I might have made mistake by making full payment.
And the trouble began.
Later he provided me the tracking details from FedEx and on contacting FedEx, we realized that tracking details which he has provided is fake.
After a long discussion, he agreed that he had never made our T-Shirts and agreed to refund our money.
Now Prabhat Chaturvedi is not responding to our calls and not refunding our money.
