Gati pakers and movers - Package not delivered on time

I had to shift from Noida to Dhanbad and I had to move my household items to Dhanbad.
My deal was made with Dinesh, manager of Gati packers and movers company.
The loading of luggage started on ** October **** and till today my luggage has not reached Dhanbad from Noida.
Or now Dinesh is demanding full amount from me along with new bill amount which is Rs **,***.
Dinesh had fixed a deal with me for Rs **,*** and now he is going back on his word which I had to pay after the goods were delivered in Dhanbad.
