Online Pharmacy items - Package not delivered intentionally

This courier agency is having partnership with many online pharmacies. The delivery person at Mangalore insists that when there is "pay on delivery" order for door delivery, the customer has to keep the payment at the gate with security or come down outside the housing society building and collect the parcel.
Being a senior citizen, I am unable to fulfill their demand. All medicines ordered by me are being returned undelivered. The courier gives a wrong feedback saying that there is no response from customer or customer refused delivery. Unfortunately the pharmacies involved with this courier fail to take any action for blacklisting this courier.
Incurred loss in not being able to take timely medicines, had to make alternate arrangements, deterioration of health, mental tension.
