NIOS student services - package not delivered employee negligence and complacency

I had made a request for my marksheet to be posted to me, i need it to apply for my computer number in the dgca which allows me to appear in the exam to be a pilot. its been around * months of waiting and calling numbers that redirect you to people that ignore your calls or hang up the call immediately. I have paid the money they demanded to make the post as well and have been calling all numbers i can. all they do is give excuses and make up bullshit reasons that beyond infuriate a man I am almost ready to give up on my dream and my parents dont stop screaming at me as i have been at home and have made no progress due to the NIOS workers, I dont know how long i can put up with the pressure from my parents on one side and the terrible indian complacency of the nios on the other
