Monalissaenterprise.co.in - Package not delivered and don't refund my amount

I want to file a complaint from Kolkata. They said that he is a manufacturer and exporter of Monalisa Enterprise and they give me their website link and his address also. Some few days ago he messaged me that he is a manufacturer and all. I want to buy hijabs from him for selling so he told me that he can make the hijabs according to my need. I send him designs and they tell me the total amount then I said I want to place an order then we deal with that as I gave him half amount of hijabs it's **** rupees and half payment after he dispatches the hijab I said ok. He told me that he can ready hijabs in * days after * days I ask him then he said * days more than after * days I ask him he ignoring my messages and when I call him he said I'm busy and I'm driving call you later. All so I tell him that please refund my amount he didn't reply to me and when I call him he said I will refund your payment tomorrow and he just lying. And now it's ** days I got no hijabs and he didn't refund my **** rupees.
