South indian fashionwear - Package not delivered

I ordered a dress from Maya Patil from Bhopal on August *th and made a full payment of Rs.****/- (bank transfer). Till now, she hasn't sent the dress nor have refunded the money back. She never answers my calls or respond to text messages. I order this dress for a occasion and did not arrive even after the occasion. She has caused us tremendous mental torture and financial loss to us. She has * different accounts on Instagram and Facebook. South_indian_fashionwear, South_indian_fashionhub, Shades_with_shivli and Shivli_india. She is cheating a lot of people on different forums. This has to stop. She is a big time fraud. I would be really relieved if I get my money back. Everyday calling and texting her is causing me a lot of mental pressure. Please help.
