Seller name Kavya banarjee - Package not delivered

I have booked a make up combo worth Rs:****, paid by Google Pay. First the seller sent the package as cash on delivery and she told me to cancel it as she will resend it. After few days of this incident she blocked me in Google Pay, switched off the phone, as well she turned off the notification in messanger,due to his unable to send message also. I am unable to connect her in any way.
