Joshclothes com - Package never delivered No customer care

I ordered * sweatshirts from a website called joshclothes.com. The payment was made via icici credit card and the payment processing company was Razorpay.
The clothes were never delivered and the money was billed in my ICICI credit card. The website is down now and I contacted them via email but there was no response.
ICICI says its not their problem since I entered the OTP for the transaction. Razorpay does not even have a customer support no. on their website. I tried finding one from their facebook page but unable to reach them.
All in all, there is no way to reach the website or razorpay and I ended up paying the amount to ICICI without reason.
Can you help with this?
