Google - Package delivered without the phone

I bought my google pixel * XL phone in January **** and the screen got defective so I addressed the issue to the Google service and they arranged a pick up service and picked up my phone from my location and took almost a month to get it repaired and once the service was done the phone was sent back to my city and once I picked up the package and opened it there was no phone inside the box , now Google is not taking any responsibility and are asking me to file a police complaint over FedEx courier . It should have been Google's responsibility to make sure that the phone had reached safely and after repeated talking to them over the phone they are not helping in any way
