Otipy com - Otipy has ceased it s operation in my area but not refunding my money

The Otipy has ceased its operation in my area but not refunding my money. Earlier they told me that the balance amount will be refunded in **-** days but even after the lapse of given date they have not refunded my amount to me.
So please help me to get my account from this fraud company.
