Market place Facebook - Ordered Item not delivered and seller did not refund the amount back

I ordered two blouses in Market Place Facebook on **th of Aug and paid Rs**** to the seller online. Seller Name - Puja Debnath, Phn- +************.
Since then I didnot receive the item and even multiple time asking to cancel the order and refund me she started ignoring me and did not pay the amount back to me and today she stopped responding via phone and Facebook Messenger. Please help me to get the amount back to me and take strict actions on this type of online Fraud cases.
