Mobiles sell - ordered cancelled no refund

I recently saw and Instagram page called Mobiles.Sell about a product that i have been searching for. After seeing some customer review I thought that it was a legit business page. So I messaged on the Whatsapp link given on the page and proceeded to text the seller. I asked him about the product and he told me it was available but no COD. So i asked him if i pay the money now would I get the order details along with the tracking ID he said yes. I paid the money of Rs ***** on */*/**** He gave me a fake tracking ID which isn't traceable anywhere, but he told me to be patient and wait for delivery date i.e. on **/*/****.
No such parcel came and he said it got delayed so i waited a few more days but then nothing came. on the **/*/**** he told me the price has gone up by ****Rs and i need to pay it.. but i told thim that I don't want it anymore since it was not the agreed price when we made the order in the first place. He said ok he will refund in ** hours and till now no such refund has been made in more than * days.
