flip cart - ordered 2 items received one only

i ordered * sets of PEPUP Cone marker.. which they delivered after ** days. i received only one set. *nd one is missing. when i called them they said it will be solved in * days. but there was no response from them. later i again called they informed me about the refund . they given me the cutoff date of ** july *am.
today i checked the details. they rejected the refund policy. as the cutoff date already exceeded.. its not about the money i spent.. its all about they extremely wasting my time. the worst customerservice ever had... kindly look on to this.
