Everglitz in - Order not delivered and Refund not issued

I am from Coimbatore and I ordered a Asus Laptop through the ecommerce company Everglitz.in , Sangareddy, Telangana. I enquired regarding the availability and the delivery assurance of the laptop through the Chat app in website. Next day I received a phone call from the owner of the website and he assured me that the said laptop is available with a dealer and the delivery will be made within * working days. So I placed the order on **-*-**** and paid the full amount of the laptop through credit card. On **-*-**** I got a message that the product has been shipped and will reach me on or before **-**-****.with AWB no *************** through Xpressbees. The AWB no was invalid. After many follow ups over phone and chat, on **-**-**** I got a email mentioning that the seller has been changed and the order has been processed with another seller and the product would be delivered by **-*-****. The product was not delivered till the stipulated time. So i asked for a refund and the person Bharat said they have initiated the refund process and it will be completed in * to * working days. That time period also got over. I have not yet received the refund. I kept making many phone calls but everything was in vein. After many messages also there was no response from him. On *th of October, I sent a message that i will take legal action against him and the company, then the person responded that there is some issue in refund process and asked for my Bank account details so that he would directly transfer the amount . That also resulted in vein. Till now I have not received the refund and the person is not responding on phone.
