S P Hygiene Products - Online money transfers to merchant but he not returning

On **th july **** i have purchased adult diper from S P hygiene products shop and i paid through phonepay app, That time app was taking more time and gone to payment in progress, After this i pay cash amount Rs*** and come back to home. After some time Again i checked my bank statement and app transection that time cleared showing amount has been deducted from my account.
From month of july **** to still now continue i am following of SBI, Phonepay costumer services, they are declared that amounts has been transferred to S P hygiene products account but shopkpeer still refusing i have not received any amount from u.
Kindly assist me.
