Mangalam Banthia seller on olx - OLX Seller Fraud NonDelivery and No Refund

I am writing to formally report a scam incident involving an advance payment I made to an olx seller for a product that has not been delivered, nor has my money been refunded.

Despite multiple attempts to contact the seller for either the delivery or a refund of the amount paid, Mr. Banthia has refused to comply and is now unresponsive. This lack of communication and fulfillment of the transaction terms leads me to believe that I have been a victim of a scam.
