IBM - Not selecting the candidate

I am cheated by IBM they have hired me through third party Nityo infotech and also shared me the confirmation mail. but afterwords as per the third party they have put me on hold by saying that vacancy has been freeze. I was ready for the relocation have avoided my other opportunities just because i had a confirmation mail.
But how can a such MNC company will do like this.
should they have any professional athics or not.
how can you waste a valuable time of any candidate.
I want to take some action against this.
