Rose Wood Furnitures - Not returning my money

We have ordered the Sofa set from Rose Wood Furnitures on **/**/**** and made an advance payment of INR **,***. He promised that the Sofa set will be delivered to us on or before **/**/****. Still, he did not deliver the Sofa. We requested him to refund our advance amount but he started refusing to pay. But finally he was ready to pay on or before **/**/**** and he gave the written document as well with his company seal on it. Now he is ready to pay our advance money as well and when we trying to call him he is not picking our call and refused to pay. Please help us out. I am attaching the slip and written document which he wrote in Tamil.
