Karnavati University Unitedworld Institute of Design Gandhinagar Gujarat - Not refunded provisional admission fees

My daughter took provisional admission in Karnavati University, (Unitedworld Institute of Design)Gandhinagar, Gujarat on **.**.**** by paying INR ******.
As per UGC CIRCULATION DATED *st NOV ****, all the university are asked to refund the full amount to the candidate if they have cancelled, not taken any facility from the institute.
I sent several mail to the university(register and other officials) but no response.
I filled a complain to UGC having Complaint No.: ***/(FNT/NET-****) dated **.**.****, even UGC also sent several mail to the university but after that also no response and update from the university about the refund.
I want the refund from the university.

TIYASA DAS had not joined and used any facility of the university.
