Newnet Internet Connection - Not providing services after taking payment

I live in Balewadi Pune Maharashtra. The internet service provider Newnet here is cheating everyone. They take money but don't provide services. Either it's very slow or not working at all.
I took the service on *th February ****. But had to complain for more than *-* times. But they never resolved the problem.
When I asked to remove connection and refund the money according to the days remaining they completely refused.
So neither they're serving nor refunding. They aren't picking calls too.
