Wealth Waves Consultancy Services - Not Giving Refund

I engaged the services of Wealth Waves Services for the preparation of documents and receiving consultancy services under the category of "Advice and guidance for adequate financing".
Consultancy Service : CGTMSE LOAN

In our contract it was clearly written
that Wealth Waves Services will be charging **,*** advance fee for process Start and Documents preparation. and another **,***/- After Fund Disbursement Success fees on Loan amount.
and it was clearly written in note that "If your file Is not Approved so your Advance charges are Refundable."
I paid Rs. **,*** advance on */**/**** I submitted all the document they required and waited till **/**/**** which was ** days+.
they Fail to provide loan so I called Wealth waves and ask for my refund but my refund was continuously delaying whenever I call they say we will process refund by monday and when you call on monday they will say wednesday and this process keep going Today is **/**/**** I only get **,*** back and that too after calling ***+ times still begging for my remaining **,***.

and also I posted * star review on google they are calling me and saying me remove your * star review than only we will give your refund which is against google policy (I have proof of calling recording)

I want company to pay me Rs. **,***
