WIZTOONZ ANIMATIONS - Not giving Degree certificate

This College called in jp Nagar Bangalore advertised as affiliated to ksou when I got an admission, but now it has been * years since I have passed the college & till date I have not received my Masters degree certificate (convocation certificate). I need this urgently to apply for a job abroad but the college is refusing to do anything about it. Attached here is the ad. from their website saying their collaboration with Karnataka State Open University.
