Sai Consultancy Vadodara - Not getting refund

There is overseas consultancy named "Sai Consultancy" in Vadodara, Gujarat.
I had approched them regarding work visa for Canada. But by chance the Visas got rejected.
The as per an agreement made with them that if the visas get rejected then full amount will be refunded. I had paid ** Lacs to the company for * persons. The owner has refunded * Lacs and now he is not responding my calls and not even bother to refund the remaining money of * Lacs.
He knows that I had taken a loan to make the payment for the Visa and still he is dragging me each day by giving a date and then he does not respond. He also said he will compensate for the time taken but he does not show up. So my request is to get my money back with compensation. I have recipts and proof for the agreement and payment made to him. Also I have recordings for the compensation statment that he had given. Please can you help me out with this?
