HAH Furniture - Not Getting My Refund

I gave an order for queen size bed on *th December and made an advance payment of ***** Rs. He said he will deliver the product by **th. But after following with him for *** times I never received my product and on *nd Jan he said he will refund the money. Now he is neither picking my calls and replying to my messages nor he is refunding the money. I am literally frustrated calling him again and again.
