Gtpl Cable - Not followed TRAI rules

As per the TRAI new rules subscriber can choose channels based on their interest. TRAI has given an option that out of *** Free To Air Channels subscriber can select up to ** pay channels and ** Mandatory DD Channels with Network Capacity Fees of *** Rs. Even TATA sky and DISH TV are also offering. But when I talk to my GTPL Operator about this he denied that we don't have the system to offer pay channels against *** FTA channel. You can take pay channels but you have to pay NCF charges of ***+GST+Pay Channel and there will not be any change in *** FTA channels.
