Lakshadweep Holidays - Nonpayment of refund fee

I had booked a vacation package for * passengers through this travel company named Lakshadweep Holidays (https://www.visitlakshadweep.com). The date of travel was **.*.**** but the trip got cancelled due to bad weather. I made a total payment of * lakhs to the travel agent prior to the trip.
After the trip was cancelled I was assured of a full refund by the agent. Till date, they have refunded only *.* lakhs in * instalments. The last payment was made in August ****. Since then the agent has been declining my phone calls and has not refunded the balance **,***. All relevant email communications are attached herewith.
