Rise In Tours And Travels - non refund of tour cost on cancellation

I had booked a Uttarakhand tour through rise in tours and travels on **/**/**** for tour commencing from */**/**** to **/**/****. The total cost was Rs. *****.** for two people and I paid Rs. *****.** as advance vide receipt no **** dated **/**/****. Due to my family reasons, I had to cancel the tour and informed the operator well in advance i.e. on **/**/**** by calling on his telephone. Thereafter I requested for refund of the due amount but he refused to refund any amount. After a lot of discussions, he refunded Rs. ****.** only out of Rs. *****.** on **/**/****. I have requested to retain a reasonable amount as about **% of the cost as cancellation charges but he did not agree to it. I request to the forum to intervene in the matter and get me a refund of an additional sum of Rs. *****.** plus expenses of the complaint etc.
