go himalayan tour and travels - Non receipt of services as per agreement and also non receipt of refund as well

Under painful circumstances we are lodging this complain against Mr Mukesh kr (ph no ********** // ***********) of go Himalayan Tour and Travels who cheated us and spoiled our image.
He gave us a package tour for darjeeling and kalimpong for *n/*d programme for family of * guests (husband , wife, daughter) w.e.f.**dec**
and the package cost fixed as rs**,***/- accordingly we gave an advance of rs**,***/- on **dec** thru g pay (as per the scanner supplied by him). He gave us the itinerary and we immediately requested him for the hotel name details ( package includes hotel,surface transport,br/fast,dinner).
Our guests got their flight ticket for **dec** to bagdogra from agartala arrival **:**hrs .
inspite of several mails he did'nt provide us the hotel names and the drivers name with ph no who is supposed to pick them up from Airport. On **dec our guests reached at Bagdogra airport in time at **:**hrs and on the other hand the guy told us he won't be able to provide the services as his father is hospitalised , The family on arrival in distress and as same we are. Ultimately we arranged a hotel near by by paying from us for the night (rs****+rs***) also to keep our commitment we arranged separate tour programme by paying rs**,***/- .
Mr Mukesh told us he will be returning the amount (**k) soon . Alas? again he told us he will return back on **dec** morning.
On **dec morning he told us that his father is expired and he will be returning the amount on **dec morning +vely.
On **dec** morning his phone found not reachable .
