Road Transport Office Amritsar - Non receipt of Registration Certificate of new car

I have purchased a new car on **-**-****. I have been issued Provisional Registration Certificate PB**EA**** which was valid upto **-**-****. Till date I have not been issued a regular Registration Certificate (RC) as on **-**-****. As per rules I cannot drive the said car. In case anybody is found by RTO without anyone of the documents which should be available with the car, the person is penalised. As per rules RTO should supply RC within * days or at the most within the validity period of the Provisional Registration Certificate. In view of it I wish and request that RTO Amritsar should be penalised for non compliance of their own rules.
