Career point (kota) Bhubaneswar affiliate centre - Non payment of salary and harassment

I was working as a faculty in bhubaneswar affiliate centre of nationally reputed career point , kota. I worked there for one year. I joined there by accepting their mailed offer letter. I requested them for appointment letter and agreement paper but they asked me to deposit six bank cheques to them as a security . I did the same but they still have not provided me any of them. I have not received any sort of documents and they always ignored my requests throughout the year and also have kept my cheques with them illegally till now. I resigned from the institute after one year as they did not respond to my requests . They did not offer any fresh offer letter as well. In their offer letter, it was clearly mentioned to deduct my TDS @**% every .month. But they have not deducted the same, perhaps due to some of their own internal legal problems/issues. They started deducting it suddenly from the month of october without any prior information or notification. They did not even provide me any salary slip regarding. When i asked for it, one of their director had sent non signatory documents in the name of salary slips from his personal whsts app number. When i left the job, i asked for my last month salary but till now they have not paid the same. I complained to the head office of kota regarding this . But the bhubaneswar centre has provided them some false , fabricated allegations against me. I responded and counter mailed to head office against them and provided all relevant authentic proofs against this fraud institute . But the head office also kept silent even if they knew the fact . When i repeatedly contacted them, yesterday, the franchise manager of kota office has mailed me and pretended thst as the bhubaneswar branch is their affiliate centre, they could not do anything . I have all documentary as well as supporting evidence against this fraud institute but still the head office is reluctant to take any action against it. Kindly suggest me why legal action can not be taken against them.
