Vriddhi Landmart Private Limited - Non hand over of Bungalow

I have allotted a Bungalow (Duplex) by Vriddhi Landmart Private Limited on ** March **** at at Rasapunja, PS Bishnupur, ** Parganas (South), Kolkata - ****** against Rs. **, **, ***/-. As per agreement, after making ** % payment of total construction cost the land will be registered in my name and construction of Bungalow will be started and the Bungalow will be handed over to me within ** months from the date of allotment. However, after payment of **% amount, the builder neither started construction of the Bungalow till date nor returning the amount paid to them.
