AllcargoGATI Limited - non delivery of purchased goods

The Cargo service was expected to deliver the Docket Number ********* on **/**/**** , but as on date i.e. **/**/****, they have not delivered. On raising complaint , in their portal they mentioned the reason for delivery is " CONSIGNEE REFUSED TO ACCEPT DELIVERY" (although the order was a pre-paid order), now in their portal the reason for non-delivery is mentioned as " ADDRESS NOT FOUND/ADDRESS INCOMPLETE" without even making contact with me over phone on **/**/****. This clearly shows that, intentionally without any valid reason whatsoever this AllcargoGATI Limited is not delivering my purchased goods. If due to non-delivery of goods, it becomes damaged then I want to claim compensation against this useless GATI Cargo service.
