network solution - No Refund Security amount provided back

An internet connection was installed from the said company in March **** and paid rupees ****. out of which rupee **** was paid by me for fiber cable and now when i stopped the connection they took the fiber cable away for which i had paid. As the service provider did not provide the fiber cable they cannot take it back now after discontinuing the services
