Pc Jeweller Limited - No refund on cancellation

I ordered a product on pc jewellers having order id ***** for value *** plus *** shipping charges total amounts to ***. They could not make delivery because of their internal failure so i requested to cancel it. They cancelled the order but processed only *** rupees and denied shipping charges. Without shipping the product how they can charge shipping charges. Moreover, as of March **, **** i have not received even single rupees from Pc jewellers.
