Bangalore Collections - no item delivery and seller not responding

I ordered * salwar materials on **th March. I was told I would be sent tracking ID next day. I didn't receive any ID, seller says he dispatched. But I didn't receive it till now. Since * week he is not even responding. neither is he refunding my money nor is he answering.
