PREPAIDGAMERCARD - No Delivery or refund

The merchant accepted an order and promised immediate delivery. Then they sent an email asking me to wait for **hours for the product. The product was an E-Gift Card for XBOX so it should not take this much time. After ** hours he told me it will be done in next *-* hours as the stock is arriving then. Now he is dodging my calls when i still did not receive anything after more than ** hours and no longer responding or doing anything to expedite the process.
