Real estate individual - New house not handed over even after 1 5 yrs from registration

i have purchased one flat in the month of December **** in pamarru, andhra pradesh. at the time of registration house was completed almost **%, so i have paid ***% amount and got registration. till today my builder has not handed over house to me and he has not completed remaining work in my house. every time he is telling some stories and delaying . i fed up with him and i am not having any solution how to deal with this. i lost around *lacs till today by paying EMI's every month. kindly help me.
