Paytm payment bank - Never recieved debit card but they are charging annual maintenance and fee of card and no solution t

I ordered a Paytm debit card and paid *** rupees then they never provided a tracking I'd and I waited for **-** days and then I waited more as I am from j&k rajouri and services here are slow after that I raised complaint about not receiving my card and they said we'll reply in * days and same response every time and then they just closed all my tickets without solving the issue I asked for tracking I'd and they say we don't have we are not responsible as my personal information is on debit card it can be misused they never find out and just charged annual maintenance and other fees it's a total carelessness if I raised a complaint they have to investigate their delivery partner they can find out where the card goes and then they can fetch the card back or deliver to me after waiting for many months and wasting time every day to raise complaint and writing ticket about this incident which they never solved as a student I wasted a lots of time and at the time of need I didn't got the item required
