digital cdodes.in/ i tunes - my order not delivered

I have order a iTunes card $ *** from digital codes.in website. My order no. *****.But i have not received yet. I called to company toll free number and mobile number but always its busy. I wrote message on there website and email many time.
But they told we send today every time and they ask to me my government id proof. Why i give them my id proof. I do online shipping for * years. but never ask me that i give them my government id proof. I told them i do not need this card now. So please cancel my order and refund my money. But they did not reply and refund my money.
