My ISP (Speednet broadband) is consuming much more than the plan given on their website.

Above is the plan description given on their website. but the LCO chareges me *** for **mbps whereas the price according to their website is *** for **mbps.
My LCO is taking much more than usual and also not providing according to the base plan.
On contacting with Speednet broadband customer care they said it is upto LCO how they will charge.
there is no provision for online recharge. they are the only LCO and they can take as they wish. and also they DONOT provide any bill or any confirmation for the amount we need to pay forcefully.
