Rohit lalwani online seller of shoes - Money paid to seller but not received product and blocked also

I bought pair from shoes from Online seller named Aryan Lalwani ( Rohit Lalwani ). His page name is brand wardrobe by Aryan. I paid on **th Oct **** through paytm on this number +** ***** *****. I trusted him.
This was my first order to him. He said shoes will be dispatched from Mumbai .After * days I asked for status , he said someone passed away . Next time I asked , he said my grand father passed away . I talked very normally and showed sympathy. I asked after *-* days , he said shoes are dispatched but he didn shared any tracking slip on being asked . I asked for slip or refund after *-* days . He mentioned I can refund one i resume my shop. After continuous calls and msgs , he didn responded for a week. Then, I start asking about him from other sellers and one of them told me he is a big their n liar . I have attached paytm screenshot. Now he had blocked me everywhere and my money is gone . Please help
