A2Z Solution India - Money not refunded back

It's been more than * years, I have paid Rs*,*** (Rs *,*** in advance) for * Passport and * PAN card to Mr Khan, however, the service provided by him was extremely disappointed but after a while, we have received our passport with numerous followup with him. But we did not receive the PAN cards and he promised to refund back Rs *** (*** * *).
Since * years he is giving excuses that will transfer into your account or Paytm even though after sharing the account details, he did not transfer the money. Finally, he requested me to visit his office and collect cash, Now, he is using abusive language and giving life threat.
