GOETC - Money not refunded after the denial of car cleaning service from GOETC

I paid Rs **** for GOETC car cleaning service for * months but they did not provide me the service at all and said they will refund the money. But it has been several months the money has not been refunded. I tried to contact their support via phone/mail/whatsapp but no response. I m so much frustrated. Kindly help me in seeking my refund and apology from them
