Paytm Upi - money deducted but not received by the beneficiary

i did a upi transaction **th of dec **** the amount got deducted from my account but not received by beneficiary. my acc belongs to bank of india. bank has refused to file charge back. after many request they took a written complaint but there is no response from their end
